At the Constitutional Convention, there was a debate over two plans for setting up the legislative branch of government. These were the two plans:
VIRGINIA PLAN
Each state would be represented
according to the size of its population.
NEW JERSEY PLAN
Each state would have the same
number of representatives.
The debate was resolved by a third plan:
CONNECTICUT PLAN
(the GREAT COMPROMISE)
The legislature would have two
houses. In one house the states
would be represented according
to population. In the other house
each state would be represented equally.
